Well what do you want to play, and on what hall?
Do you want to gank and farm NPC's until VoD while holding the stand?
Do you want to spike? lol
Do you want to bring heavy Hex pressure? Heavy Condition pressure?
3 monks is all good, but many builds can be run with a 3-monk backline, just depends on what you like.

the most popular 3 monk backlines are lod/infuse, rc. then the 'extra' monk slot depends on your mid/front line. if your going with 1 frontline (for what ever reason) i would go with an extra prot, either SoD or DH. if u have 2 frontline (or more). i would go with a smiter monk to buff your frontline up.

i dont need help with the monks, but with decideding what to run for the 4 damage dealer/pressure slots. our goal is not to gank. we will split if needed, but we our going to be using a guild hall that makes spilts diffuclut, for example, burning isle.
my intial idea was 2 tanks, a mesmer, and a necromancer. the goal of this was to overwhelm them with hexes. however, mwhen we already have a 3 monk backline an anti melee necro is not really nessacry.
then i was leaning towards 2 tanks, 1 burning arrow ranger, and 1 bsurger warder. again though, a bsurge warder is not so much dealing pressure as he is stopping pressure.
the goal is for these 4 slots to work in synergy and pressure the opposing team as much as possible, while assuming that our own team has enough heals in the 3 monk backline to keep the rest of the team alive without any help from these slots (aside from the fact that we need to fit in one draw conditon somewhere).

There's two types of 3 monk backline that work well. You can run an extra one, and still run a flagger, which is what you seem to have in mind, although that only really works in a 5-3 split.
The other is replacing the standard SoR flagger with a ZB flagger/monk, which is what I'd reccomend if you inisist on 3 monks and no split.
As for your offence slots, what do you mean by 'tanks'? Remember this isn't PvE. People won't just pound on a warrior under defence buffs.
As it is, half of your team is composed of defensive builds, even more if you take a bsurge warder. You won't be getting any kills with it, unless you drop either the third monk or the flagger.

Actually, if you drop the slot people normally use for something for defense for a monk, you can. However, hexes/bsurge is much more valuable than a third monk.
